You can't impose a no-fly zone over territory that you don't control. USA does not control the moon because they did not leave a continued presence. This is why they're so concerned about China's attempts. America are in no position to be imposing a no fly zone, long gone are the days of them being the number one super power. If China or Russia want to fly anywhere the us can not stop them.
