In an attempt to explain this, here's the way I see it at the moment. There are 2 'elite' groups. 1 group wants to reduce the population to 500 million human slaves (who spend their time as slaves on the coastlines) and have a small elite class who own everything and live on a pristine Earth, where the interior of most countries has been returned to nature (This is Group 1's Agenda 21. The agenda for the 21st century) .
The other group may appear to be human but do not think as humans (they maybe clones or possessed by 'Walk-ins' or controlled by Non-humans). This group wants to eradicate all natural life forms and turn the Earth into a radioactive wasteland with only some type of artificial life forms being on Earth. (This is Group 2's Agenda 21. The agenda for the 21st century) .
So both groups appear to be acting as 1 group at the moment in the stated agenda of lowering the human population, except if you're in Group 1, things like the use of depleted uranium weapons (which they said they would never use as they would turn the Earth into a radioactive wasteland), Fukushima, the gulf oil crisis, Fracking, the geo-engineering, climate engineering that ruins the Earth, doesn't make much sense to you as this goes against Group 1's Agenda 21.
So, it's Group 2's Agenda 21 that's being implemented and everyone in Group 1 will be taken out with everyone else.

With 9/11, how do you explain the twin towers being turned to dust before they hit the ground so they didn't crack the artificial floor (known as the 'bath tub') because if the 'bath tub' had cracked, all of Manhattan would have flooded.
How do you explain the 'toasted' cars around the tower complex.
How do explain what looks to be a plane melting itself into the 2nd twin tower at 580mph when it is impossible for that plane to travel at that altitude at 580mph and impossible for the plane to slice through the building steel, like a hot knife through butter.
The best answer to the above is they used unknown 'Black Technology'.
The only reason for me saying there could be a small non-human group at the top is an attempt to answer what's going on in the world. Why would the elite want to ruin the whole Earth, which could lead to the demise of all natural life forms including themselves in the process? Because it's all being done on purpose.

{Ed033's Note - The following is a bigger picture look at things for those that might be interested.Â
In 1666 Britain was officially taken over by a corporation (with shareholders) which replaced any type of 'administration/government' we had.Â
When this corporation took over, they brought with them their version of a legal system and their version of a language called legalese and in 1666 while their agents were burning down the [rat infested/disease ridden] London to remove the people that were living there and give them a cleared location to do business (now called the City Of London) and a another cleared area they could create a new modern city in we call London, this corporation's agents in parliament declared everyone who was living here, dead and 'lost beyond the seas'.Â
Now with no one living in here, their legal system could perform a salvage operation on this country and all the proceeds from this salvage operation could go to the shareholders of the corporation. This salvage operation is still going on today. Everything the government and the legal system does is to benefit the shareholders of this corporation that took over.Â
All what we the people owned, all the natural resources and anything we the people pay for are supposed to be held in trust by a lawful 'administration/government' for we the people's benefit. If any natural resource was to be sold, then we the people (who were born here and therefore are the beneficiaries) should be given an equal share each of any profits.Â
But because this corporation's legal system/government doesn't recognise we the people, then the corporation's shareholders get the money.Â
Politicians and all public/civil servants/ employees (persons who work for the corporation/government) should be working for we the people but it's obvious they don't. Why not? Because they're working for the shareholders of this corporation, whether they know it or not.Â
The government creates legislation to serve the shareholders of the corporation not to benefit we the people.Â
