{Ed033's Note - I wouldn't know. We hear that this sort of work is carried out under compartmentalisation. What this would suggest is that one single scientist got to see more than expected if there is compartmentalisation and then this scientist decided to let the info out even though they would have signed some kind of secrecy document and even though they were scheduled to be terminated when they were found out that they had released info, they still managed to escape and stay hidden?

It sounds exactly like a good thrilling fictional account/story based on the rumours we hear about ET/Aliens, that's been made into a book.
