It never turns off but instead switches to low power. This means that the camera and microphone are constantly running and invading privacy within your own home, if you have the Xbox that is.
You could just unplug it.

I do with my current one as the fan won't turn off so I will already be in the habit. Although I understand your concern, was just pointing out you don't Have to have it in all the time

Regarding smart phones, I have never owned one as I stopped owning mobiles in 2008 as they are just trackers.
