The Divergent Series: Allegiant (2016) - Into the Fringe Scene.
The Divergents are like the 'Awake' people who are allegedly the problem in Society according to the City Leadership, but turns out they are the saviours of Society.
In Part 3: Allegiant, some escape beyond the 'Wall' and find a wasteland. Some advanced tech people find them and bring them to a city in the middle of no where.
These advanced tech people kidnap children and then vaccinate them to wipe their memories. Some of these children are then sent (Orphan Trains) into cities and only know what they've been told. The advanced tech people can not only monitor everything that goes on in the cities but can 'Reset' any city.
