What difference would it make if somehow they managed to jab everyone 3 times? It wouldn't make any difference because they would continue saying anything is still on the table regarding Lockdowns etc. and everyone needs to get the 4th Jab, and anyone who does not get 4 is classed as 'unvaxxinted'.

Some are too far gone and will keep lining up and rolling up their sleeves.
It's the 40% or so of the ones that follow the herd that need convincing otherwise their aim of mass formation is still possible.

There are people who seem to be in love with covid, and it does appear to give some people a kind of self validation. I have met people who have an ongoing condition and who have been propagandised and they are heavily invested as the whole drama has given them a new aspect of their life, ie they should be protected by society at large, and expect others to modify their behaviour for them.
Others enjoy having a type of power over others, being able to enforce mask wearing, or shame the non vaccinated.
There are those who are invested through their job, again giving them a new importance in their role.
There are those who feel like something is wrong, but just go along with it anyway. Those who feel it is wrong but are pressed into it by family or friends, or coerced by their caregiver or doctor.
All these folk have something in common. They are lacking in a positive human experience, they have emptiness in their lives that they fill elsewhere, caused by the way we have to grow up as children and live as adults, as prisoners to the corrupt elites. We have to suffer propaganda and abuse, instead of learning about the miracle and beauty of nature and how she can provide all that we need.
